Biologically, people are like animals. Men are looking for a mate to make children with. Breasts represent a woman's ability to mother, or breast feed a child. Bigger breasts perhaps make them seem more womanly, so that's why guys go all crazy about them. It's a sexual, biological, and evolutional instinct.

A female body in general is appealing to the eye (as art would be) because of it's curves and softness. Perhaps it's the curvature of the breast which draws in the males.

From my knowledge, it is because it is something different. Men are used to how their bodies look, and when they see a woman's body, it is something new. Something to touch, grab, and look at. They can't really do that with their own bodies, so when they are with a woman they want to explore.
]
Because they're guys, and it's probably encoded into their DNA to think "zOMG BOOBS!" everytime they see them.
I've asked this many times myself, and I've always gotten some form of "Well, we're guys, and it's engraved in our brain. Plus they're awesome."
