yes that is a bit small ,
but you are fourteen , so you have about 7 more years to grow ,
you usually stop growing everything when you're about 20-21 years old ,

its a little on the small side but will probably grow more when you are further in puberty and also it will keep growing for a couple years while you get older and even get smaller a little it changes over years

Well I am NOT a doctor so I am not for sure on these things. The average for an erect male is around 6-7.(last time I heard) But it may be possible that you are not fully mature yet. You are still only 14 so give it time you may grow. But it could be something else. If you are that concerned with it then go see your doctor.
some common causes:
medication (certain medications can "stunt" growth)
heredity (your dad may have a small penis or somewhere down your lineage)
havn't hit puberty (some guys hit puberty at a young age and others at an older age)
