From someone with experience :).
For a start, making out and turning her on isn't all about kissing and stuff, make sure you do stuff with your hands. Don't be afraid to suggestively move your hands down or something - if she doesn't want you to she'll make it clear that she doesn't, but there's always the chance that she's secretly hoping you might. There's not many signs girls give out about that kind of thing because we get a bit embarassed about our own sexual needs but alot fo the time we could be thinking about it, or wanting to say something about it but not. Even if you do do it and she stops you, don't be too worried about persistence because the only way you'll get further is if you keep trying :).
Firstly, only do this however if you and your girlfriend are comfortable with it. If you do it all the time and you haven't been together for long and the trust between you two hasn't built up she could get worried that you're only in it for one thing - and trust me, girls think that alot, and it's not something they like unless they've planned the arrangement to be like that.
When girls are turned on I've heard the neck and shoulders get extra sensitive? Well, whatever, all girls love it when you kiss their neck and stuff. Who knows why :). I've also heard massaging and stuff for fun can be quite a turn on, and hey - that would get the top off?
It takes varying amounts of time but once the tops come off in a relationship, in my eyes, its on the road to everything else.

If I were you, I wouldn't recommend having sex - it's torn people apart because they've had to start all over once they receive the "9-month surprise".
