Basically:
11:11 <--- all digits are the same, only time where that happens.
It depends what you believe; honestly, not all wishes come true. I wished I was a millionare, yet I am still on a twin size bed with 3 dollars in my pocket.

Ok this is the deal about 11:11
It is said that all the angels in heaven line up in heave and blow their horns at this time. This is why people wish at 11:11.
Here is some websites to check out on the subject:

I've always looked at it as one of those old wives tales, it just kinda got passed down, you know? Personally, I have a slight obsession with numbers, so any number that repeats on a clock I wish on. Do my wishes come true? For the most part, yeah. Now granted, I make wishes that are remotely possible. For example "I wish to get an A on my math test." As opposed to "I wish I could find one million dollars in the road tomorrow." Make sense?

The song is When You Wish upon a Star, not When You Wish upon a Clock.

Wishing at 11:11 is just like making a wish on a shooting star, it's a wish and it's just something cute and sill someone made up to make life more intresting and to have hope that wishes you wish and dreams you dream do come true with a little magic. and who knows, your wish could come true...but you gotta try it first :]

It's all 1s.

Some people also do it at 2:22, etc.

And of course the wishes don't come true. Thinking something can't compel someone else to make it happen.

Magic fairies don't exist.
