ok i like this guy and he likes me back but the thing is i cant date so we're not going out. but is it bad if i kiss him? he always kisses me on the forehead and my head if i kiss him am i gonna be slutty?

Absolutely not, kissing isn't a slutting thing to do. Slutty is a term reffering to someone who sleeps with just about every guy you can think of, and you aren't even close to doing that - so please, don't worry about that.

You might want to have a heart to heart with your mom and talk about when you can date. If not a one on one date right now, she may allow you to date going out with a group of friends. It is worth asking about. :)

No its not slutty. Its a part of liking people and relationships...but you dont want to go so stronge that you are going to be slutty. Like a little peck to show him you like him and its life...you only live it once!
