They're referring to alcohol, so of course anything referring to something illegal if under the age of 21 can be viewed as innapropriate.

Did they put the caption as inappropriate? If so, it's probably an inside joke.
If Facebook did it (I'm not very familiar with facebook despite having one!) then it's a mistake? Why don't you ask the owner. ;)

I have no clue, it's definitely not inappropriate. I recommend contacting Facebook and asking them to fix this problem.
