of course they can ask guys out!
the same way a guy asks out a girl.
"will you go out with me?"
or
"umm, do you wanna date?"
you could even put a cute little twist in it :]

How do you do it? I think you should just get right to it and not lead him on or anything lame like that. Just go up to him, and begin talking like normal. Then let him know by saying, "I really like you. Do you want to go out with me?"

Or if you're more shy, you can use something like this: "Listen, you're a great friend. I was wondering if you'd maybe like to take our friendship to the next level, and you know, go out? It's ok if you say no, I just like you and wanted to let you know."

Something along those lines is acceptable. Or you can write him a note? But don't do something lame like text him, or myspace message him. Notes are ok, because they're more personal. The best bet though, is to ask him out face to face :)

1) Sure you can ask guys out, there's nothing wrong with that. All of my guy friends think it's better that way, because it shows that a girl has confidence.

2) There are so many different approaches to asking someone out, here's one thing that may help you.

"Try the Direct Approach
For bold girls, sometimes the direct approach applies. This doesn't mean walking up to your crush and saying, "I like you, wanna go out?" which is highly risky and could backfire. Instead, be bold in the right setting, such as asking your crush to dance to a slow song at the school dance, or telling him you had a dream that you two were a couple and it was so sweet. His reaction will let you know if he's interested!"

And overall, this should help you out too. =)
