well, dogs mouths are known to be cleaner than humans believe it or not. so i dont think it could do anything bad to you, no.

As a matter of fact, yes it is bad...
Just think about it, where has the dog's tongue been???
and then takes all those germs and just dirt or whatever into your parivate parts.... parts that are very sensitiveincluding to germs...
You could get an infection, rash or many other things similarly... and it'll hurt and sting like helll!
so, yes, its bad!

DON'T do that. It's psychologically damaging for both you and the dog and illegal as well. If you feel really strongly about it, go talk to a psychologist. It's not normal or good.
