Not true and when your in a warm bath it actually makes you flow stronger, while in a lake or pool make sure to wear a tampon and avoid an embarassing situation.

My mom told me that when I first started my period, and I believed it. Until I started my period while I was swimming in a public pool.

No, it's not true. You may not notice your flow as much, but that does not mean it has stopped. To avoid an embarrassing situation, wear a tampon (for when you're in a lake, swimming pool etc).

I don't see how that could be possible because I always bathe when on my period and nothing changes. It could depend on the person, I guess.

Yes I have found that to be true. I wouldn't count on it though, I don't know if it would work so well on the first day or the heaviest day.
