So, I just opened a bulletin that a contest site posted and they were advertising a layout site. Anyway, it has like a layout type background and a song playing. My question is how do you have a background and a song playing for a bulletin?

and you have to find a code for the song.
just google
"music codes for myspace bulletins"
or something :]

Same as you would with your profile. At the top of "body", put:

<style type="text/css">
background-color:#000000; //background color
background-image:url("image url") //background image
</style>

for background. The number is a hexadecimal color code; here's my guide on hexadecimal color codes:

Note that most parts of a premade myspace profile layout *will not* work in a myspace bulletin. This is because the elements of the page have different names, and are in different places. The layouts would need to be completely re-done to work in a bulletin.
