hey im a guy,13, and im lanky for my age. i was wondering is there any way i can get bigger around my arms and legs. Im quite thin around my waist, legs, arms. the only part of me thats fine is my chest and shoulders. I play rugby so i need to get heavier. any ideas apart from eating shitloads of shit food?

4x5 or 4x8 repetitions of squats, power cleans, leg press, bench press, flies, rows.
Then drink a high calorie protein shake afterwards.
Make sure to get 2.5k + calories per day.
Avoid junk food and soda.
stay the hell away from energy drinks.
EDIT: If you don't have that equipment, go to you local highschool or gym. If you can't do that, do pushups, situps, and run up stairs. Also, try jumping up(not down) the stairs, several steps at a time. [ TheWallflower's advice column | Ask TheWallflower A Question ]

Sign up to your local gym or buy a few weights for you to lift at home.
Lots of veggies, meat and fruit will keep you healthy but also try protien drinks and snack bars.
You must understand when you need to stop though. Lifting weights 3 times a week for a half an hour is plenty. In the mean time its always good to go for a power walk too. Power walking uses more muscles then running does.
Perhaps look at taking vitamin tablets too, they'll keep all your vitamins and minerals in your system and will keep you on the go.
It's better to sign up to a gym so a professional trainer can teach you how to use the equipment properly then straining your muscles if you don't really know what your doing.
Results wont come straight away but give it time and you'll look buff... hehe!

Eating a high protein diet while working out (body building) at the gym will give you more mass while avoiding a large body fat percentage. You should gain healthy muscle instead of unhealthy fat.
