You fingering yourself is normal at your age, Several girls and boys finger each other at your age too that is fine, but alot of time fingering can lead to other things so make sure that if all you are wanting to do is fingering than keep it that way! But fingering is ok for both ways at your age.

You are perfectly fine and it's okay if you finger yourself or allow a boy to do it. Make sure you communicate with him before, during, after about what you want and teach him what is too rough and or unpleasant.

Having a boy finger you is a very different thing from fingering yourself - there's a boy involved. (I don't quite see what your period has to do with it; there are better ways to tell if you're mature enough.)
Also, it depends on the boy! It's always perfectly OK to finger yourself (in private, of course), but it's up to you if you want whichever boy is willing to say "No" or "Yes." Ask yourself: Do you trust him? Do you think it will feel good? Do you think you will feel good about it later? If the answer to those questions is "yes," you certainly may.
(Also: Using a condom will keep you from getting infections you might not be able to tell he has.)

Now about the boy...If you feel your old enough then yeah its fine, but make sure you talk to an older cousin or sister about it, Don't put yourself out there, make sure he is your boyfriend and if he isant don't do it again because chances are if he isant your boyfriend he will go around telling people what he did with you, an he will tell you (over and over) that he is not gonna say a word.. but he will --they all do it.. and then word gets around and every guy will want you.. because they will think you are easy and that is not good at all--you will have a name for yourself and you do not want that, well I hope my advice helped you out
