if the man does drugs, but the woman doesnt and takes care of herself when pregnant, can the baby have some form of development problem?

Yes.
Just because the mother is drug-free and healthy with a healthy egg, the father that does drugs can have unhealthy sperm, deformed sperm, and fertilize a healthy egg resulting in a deformed fetus.
Drugs are the number one cause of birth defects whether physically visable or invisable like heart defects, mental defects, etc.

From what I understand- yes, it's possible if he was on drugs when the baby was conceived.
I may be wrong, but really, it makes sense. When he is taking drugs, the drug is in his system, therefore it would also be in his sperm.

it's possible, but not likely. If he is on drugs during conception, maybe, but even so, it is doubtful that it will effect the sperm. The baby should be fine from a drug standpoint. The baby should be fine if the woman has been taking care of herself and not only refraining from drugs herself, but from being around people while they do it. Sometimes the fumes can be effective, but everything should be fine.
