You can pretty much find non-expensive underwear anywhere in the mall, but my fave is victorias secret.
Five pairs of PINK undies (so anything from briefs, boy shorts, thongs, string bikinis, etc) for 25$ (i like the PINK line because there all really cute without looking tacky, and really comfy unlike some of the meshy lacey kinds)
But like other people said you can get them at charlotte russe,wet seal, aeropostale or i bet you could get them really cheap at like macy's/strawbridges/jcpenney etc or something (not a huge variety)
