heres the deal:
(keep in mind, this guy is my best guy friend)
sept: i like boy
nov: boy likes me
dec: i (unaware of him liking me) stop liking boy
jan: boy tells me he likes me. me=AHH.
feb: boy says he likes someone else. his friend says he still likes me
mar: i tell him i like someone else. when he hears this, he says he likes someone else too but won't tell me who.
present: boy is flirty(naturally. this guy flirts with everyone) but he gets angry at me and we get into a lot of fights over nothing
so does he like me or not because i'm not getting any clear signs here?

Firstly, tell him that you both have been fighting alot these days and you dont like it because you end up feeling guilty. Apologize. That will melt him.
Secondly, tell him that you liked him for a long time but in between kind of staggered because you didn't know how he actually feels. If you still like him: Tell him.
Guys appreciate a girl's frankness. Do not go and just confront him in front of everyone or ask your friend to go and tell him that. It might just scare him and he might not tell you the truth.
