wake him up a little earlier then you normally do
thats a good sister type thing

if you want to be funny (to you), heres what you do:

the night before, put a bunch of marbles in the freezer, that way when you wake up, they'll be frozen, next go to his room and take off the covers and put the marbles on the bed
they will all roll towards him and be freezing, they will be wherever he moves

another thing is:
the ever so wonderful bullhorn
blast it in his room, it will get him up

another:
literally sit on his head (that may sound mean, but trust me, it gets the job done) and just completely annoy him

lol
:)

a pour water over my brothers head...he gets up really fast! or blast some really girly music in his ear...then hell get up. or, you could get a loud musical instrument and bang it really loud, he should get the hint that you mean buisness!

Scream in his ears. Or throw water in his face.

Opening the window and turning on all the lights in his room helps a lot. Also, turn his alarm up as far as it goes (without waking up the neighbors too)

Wake him up 10 minutes before he actually HAS to be out of bed. Say "In 10 minutes you gotta come eat breakfast, okay?" Those ten minutes will be the best 10 minutes of the day, haha. After 10, come in to the room and tell him he HAS to get up now. Save ice water as a last resort, but pulling off blankets or doing something he hates you doing (like singing) can motivate him.

If he's tired all the time, and NEVER really wakes up fully, he may have a medical problem. But, that's highly unlikely so don't worry about that. Sounds like he's just incredibly lazy to me! If all else fails, a strategically dumped glass of H2O with ice works wonders ;)

Good luck!
