No not at all..the girl is being penetrated and the boy isnt he might get hard off of the foreplay and you might get the most pleasure out of the actual sex.

Sex feels different for everyone but it is proved than women have better orgasms than men. So once a guy can get her to achieve the orgasm, she's having a better time than he is. Sadly, women don't orgasm a lot of the time unless they are masturbating. So if a woman doesn't orgasm during sex, the guy is probably having a better time.

Since very few of us have ever had sex as both a guy and a girl, I don't think anyone can really answer your question. The nerves stimulated are the same and the endorphins are probably the same, but sexual response varies by individual.
