The best one I've seen is called the GIMP. It's 100% free and has rave reviews.

You can go to a file-sharing program and download Jasc Paint Shop Pro 8. It comes with Jasc Animation Shop 3. This is questionable, because if you choose the wrong download it could give you something dangerous, but as for the best program, this is how to go. All photo editors are hard to use at first, just play around with them and break them in. I use Photoshop 7, which I downloaded.
None of these are free, but they are GOOD programs.
