Personally, I think smaller is better. You do not have to go through some of things bigger chested women go through. Such as too much weight, having to always wear a bra (when you are smaller, you don't really have anything to worry about it), etc. Bigger breasts can actually be a burden to some women/girls.
I'm the same age as you are, and I'm a full B. I consider myself nor small or big -- somewhere in between. I'm happy with my size, no matter what size they are because I'm happy with the way I look. I think that's really what counts, if you are happy with yourself and the way you look, then you are beautiful no matter what size you are.
Now, to answer your question. The only thing you can do (other than waiting) is to get a push up bra. I recommend Victoria's Secret Very Sexy Secret Embrace Push Up Bra. It can even make you a cup size bigger, and it's very comfortable.

It depends.. is your mom and other relatives kinda flat too? if not, its probably just cuse your hormones are slow, and it could be because of what you're eating. eat rich foods, dont always eat potato chips, ya know.. junk food and stuff (canned veggies = not healthy (get the actual veggies), craft macaroni = not healthy (make your own), mcdonalds = ... unanimous.) eat stuff like idk.. breads, er.. apples.. and good food! exercise too so ya dont get fat. have you gotten your period yet? if you havent, this explains alot. if not, well atleast you dont have to worry about 'things' flapping everywhere all the time, and guys' wandering eyes, heh. be proud of the way you are now.. and dont get plastic surgery! trust me the effects wont be good, especially for such a young kid! dont do it when your older either, its better to be real than fake. im sure that a good man will love you the way you are if youre like flatchested than if you got fake ones in... and if you do attract guys by them, they arent the ones for you, deff.

To make your chest seem bigger, pick tops with detailing around the neck line, like embroidery, jewels and beads or patterns, and put a tank top under neath.
