When I was 13.5 I got a job at Mcdonalds. My parents had to sign a waiver and I had to pass all my classes at school but they did hire me. This was many years ago (I am 31 now) but it doesn't hurt to try. Also I don't know where you live but here in Canada there are tons of youth centres that specialize in helping young people find jobs. Its often landscaping or that kind of manual labour but they all pay minimum 8.50/hour.

But, you'll only beable to get that job for a few days. & i doubt it pays much at all. A good like job for a 14 year old, is a paper route.
-I did it, & i made 100 dollars, a month. But, I had a big route. But still.
-Its only of the most, an hour of your time, one day a week..[usually thursday]
-You get 100 dollars or whatever, every 4 weeks. People that work in target, for fulll time, make about 100 dollars a week.

You can also try Grocery Stores,Fast Food, Wal-Mart, Target, Clothing Stores, and more. surf the net for jobs that allow kids 14 and +.
Hope i helped
