about a year and a half ago i did something so stupid. i cut a strand of hair in front of my head thinking it was no big deal because i just wanted it gone. then i realized it would grow back. so i shaved it but then i let it grow for awhile..then i couldnt take it and tweezed it.. that lasted for awhile but then recently i couldnt stand the random baby hairs i had in the front of my head from tweezing it so i shaved them off. you think i wouldve learned after one time..but no. so now im stuck shaving this area of stubble in the front of my head 2 times a day..which gives me razor burn and since its on my head it looks like acne. i just dont know what to do anymore. any suggestions of how to undo this mess?

I did the same thing when I was nine and got through it. I also use to pick my eyebrow hairs (I know it was totally gross, I had like huge spots missing in my eyebrows.) but they came back, so don't think it's gonna be like this forever.
I think that you should tell your mother, even though it was a big mitake, I'm sure she will understand. She's your mom!
Second thing is go to your hairdresser. They will help you. Even though it is totally embaressing, just think: At least I have hair and am not totally bald (Like people with cancer.) Your probably going to have to get bangs that cover your forehead.It might look dumb, but it's totalllyyy worth it. (Make sure it's a trustworthy hairdresser. Do you have one that you always go to? If you don't, go to your mom's one.)
As for the red bumps, put some ice on them once a day, maybe like at night before you go to sleep? If it doesn't work in like a week, tell me.
But you REALLY need to tell your mother ASAP!

So if you let it grow and don't tough it for a while and were to shave it again it would take more time for it to grow back. Other than that you can have it laserly removed.
