It can be a good thing as it is generally a true response. However, some people who may be feeling fragile might not take it too well. So it is usually best to judge a situation as to when it is appropriate to be outspoken and when to be diplomatic.

Bascially saying whatever is on your mind without sugar coating it and always being honest even if it might hurt someone else.
