i really feel strange answering this question... but if its not a cut it could be a UTI (urinary tract infection) which, if it goes untreated, can become very dangerous to your kidney. I STRONGLY suggest looking up urinary tract infections on google and seeing a doctor.

prob. a blatter infection or a urinary infection. if you have had sex before it could also be an std. i would say if it doesnt go away in the next few days to see a doctor
