Try to become closer and closer to him. If he relizes you love him and he loves you he will make a move himself and break up with his gf. If he doesnt then there isnt anything you can do.

If he really likes you he wont tell you b/c guys who like you are to afraid to tell you b/c they dont want to get hurt. The best thing is to wait until he is free and then get with him. If you break them up you will cause something that you dont want to happen. They will blame and hate you just me i know from experience.

You can spend time getting to know each other better as friends.
So long as he has a girlfriend though you probably don't have much of a chance.
If you are friends though, maybe he will think about you if they ever break up. :)
