maybe being just good friends with her is for the best. Trust me. I'm like that with one of my really good friends. I truly like him with my entier heart, he just ins't interested. But we still have one of the best friendships ever and I wouldn't trade it for anything. And who knows, maybe one day this girl will change her mind and ask you.

Well you need to tell her how YOU feel. There isn't much you can do since she is already seeing someone, but at least show her your feelings. If she knows you like her, she might want to make you jealous. When you talk to her, make sure it's face-to-face or on the phone (not online because then it might be a friend on her screename or something). If she feels the same way, she would break up with the guy she is seeing, but if she doesn't like you, you need to let her go.

It sounds like this girl probably only likes you as a friend. Since she chooses other guys over you, that means that she's not romantically interested in you, because she obviously likes these other guys. Just because she still talks to you doesn't mean that she likes you as more than a friend. She probably just likes talking to you and being no more than friends. Just learn to accept the fact that the two of you will only be friends and get out and meet some other girls... who knows, maybe she'll even change her mind about you!
