Go to your local gym and ask someone who works there how much weight to put on the barbell. Sure, you'll be feeling it the next morning, but, no pain no gin, right? Do this regularly, even though it may be hard. I promise, you'll be happy with the results. [ xoredsoxnation9's advice column | Ask xoredsoxnation9 A Question ]

If you've lost weight recently, it could also be excess skin which will shrink over time. To start, you can try cardio such as walking or running, and a little cutting calories. There is no possible way to just get rid of a little fat in one area, although you can tone that area, the flub may still be there without a little fat-burning exercise and I reccomend, walking, jogging, running, or whatnot as the cheapest and also most effective exercise for that.
I have some exercises from a Shape magazine that are really toning me up better for summer and pretty quickly too that I will share with you.
Two way shoulder raise:
Stand with feet hip-width apart, legs straight but not locked. Hold dumbells (you can use soup cans if no weights are available) in hands, arms hanging my sides, elbows in a soft arch, palms facing in, abs contracted. Lift arms up and out to shoulder height. Lower then lift arms forward and up to shoulder height, turn palms up, elbows bent slightly. Lower, palms turning in, and repeat combo. Do maybe 10 or more sets.
Bi-tri combo:
Sit on edge of a chair, feet seperated wider than hip-width, knees bent. Holding weights/soupcans in left hand, rest back of upper arm against inside of thigh, arm straight. Bend left elbow, bring dumbell up and in toward shoulder. Lower and repeat for reps. Next, lift arm overhead, supporting back of left upper arm with right hand. Bend elbow to lower dumbbell behind left shoulder. Straighten arm upward and repeat for reps. Switch arms to complete 1 set.
Tri-dip:
Sit with hips on edge of a bench or chair, knees bent, feet flat. Place hands on edge of chair, fingers facing forward, arms straight. Lift hips off edge, back straight, abs contracted. Bend elbows, lowering hips toward ground, squeezsing elbows toward each other and stopping before you feel a strain in shoulders. Straighten arms and repeat. Adding a little weight to your lap provides an extra burn.
You can also try push ups. You can do push-ups on your knees or against a door if your arms are not strong enough to do regular push-ups. Also, most people have a little flabby bit on their arm. I've even noticed that Paris Hilton does when she waves. It's normal to have it a little bit.
