To tone your thighs, you need to do sqauts, lunges, leg lifts, side leg lifts, and you need to run or jog. You just need to do a few sets of each and you will see results in a few weeks.
To tone your abs, you need to do abdominal exercises such as crunches and sit ups. Do a few sets of 10 for each exercise and increase the amount you do when you're ready.
To tone your arms, you just need to do push ups and lift weights.

Try excercising.. I wouldn't recomend a diet though because those can be harmgul to growth..
on your thigh exercise, try bicyicle kicks.. where your on your back head of the ground feet off the gorund in a 90 degree angle and act liek riding a bike that should help abs as well
try pedlers for abs though .. lay on your back hands under yur but feet 6 in off the ground and straigth.. and kick then up and down about 6 inches..!
arms.. just get a big circular weight and put it near your collarbone and push upwards this is called a military press!
