While this may depend on many factors (like where you live and the cultural norms in your area) as a general answer I would say yes.
For most of history, it was generally regarded as proper for guys to ask out girls. However, most of the world (assuming you aren't from some primitive, archaic region) see men and women as equals. And if men and women are equals, women have just as much business asking out guys as guys do asking out women they may like.
Personally, I also feel that there are two major upsides when girls ask guys out.
First, it shows the guy that the girl is confident and assertive, two qualities a lot of men admire.
Second, it takes off some of the pressure on the guy to have to do it.
Long story short, if you want to ask out a guy, go for it. The worst he can say in no.
