well first off how old are you? i mean its nothing really really have to come out and say just start up the topic about your realtionship and kinda bring up that you wouldnt mind if he kissed you. i mean you dont have to call him and be like i want to kiss. just get into a conversation and it will all work out.

The reason you two havent kissed is because your boyfriend is too shy to make the first move. Now its your time to go in for the kill. Wait for the right time (when no one is around) and then kiss him. Maybe if you did that, your boyfriend would be more comfortable with kissing you from then on.

Whew. This is hard. Three months and no kiss? Not many people have experienced this before.
I wouldn't tell him; I would just do it when the moment's right. But me sure to make it a small kiss--no long kiss, no tongue; because something has obviously shyed y'all away from that first kiss.

you should ask him, because chances are he will say ok, and if your really nervous or scared you should just kiss him quickly on the cheek or somthing and see if he reacts. if he reacts well there should be no reason for you to be nervous.
