Well, how do you normally communicate? If you see each other socially despite not going to the same school then you can take her to one side when your out with friends, chat for a while and then just ask her. If you normally talk online, then try and ask her out over the phone - written communication isn't really desirable as it's much harder to judge how the other person is feeling and so whether they are responding well to you or not.

Try talking to her on the phone or on instant messenger. Arrange a place where you two can meet, (just say it's to chill and hang out and stuff) and then just kind of beat around the bush on the topic of dating. After you two hang talked for a little while, ask her out. Even if she turns you down, you should still be proud you had the courage to do it, and not wonder what could have been. Or you could ask her out over the phone or instant messenger, but I think that in person might be a little better.

Tell her you need to talk alone the next time you see her, then tell her how you feel when your alone. If you tell her any other way, she may not take you seriously. She may even consider it a joke. Trust me, in person is by far the best way to do it. Even though it might hurt more and be a little more awkward to get rejected face to face, your chances that she'll be honest with you are much greater.
