Praise him and give him treats when he goes where he is sopposed to, and tell him no and scold him when he goes inside. Get some deoderizer that is specifically made to get rid of animal urine and spray the carpet, or he will always go back to the spot that smells like him. Dogs have extra great noses and can smell things that we can't.
Also, take him to the Vets. He might have a urinary tract infection, which will make it so he can't hold it in.
When he is left alone, and at night time, keep him in a dog crate. But DO NOT leave him in it for two long. If he really has to go in it and is forced to lay in his own urine then he will get a urinary tract infection, and the problem will start all over again.

Then if theres nothing medicaly wrong you should make sure you let him out to go to the bathroom regulary and praise him when he goes outside.
