Try opening the windows. That will cause some more circulation of air through the room.

If you have a fan, that helps a lot and doesn't run the electric bill up like air conditioning.

Less clothes and no blankets are common sense so you have probably thought of that. Taking a cool shower helps.

Be sure you drink a lot of fluids. Getting over heated for a long time can cause heat exhaustion, especially if you don't drink a lot. I live in Florida. It is very hot here. Opening the windows sometimes doesn't help.

I have your same problem and what I do is just tell them that your hot and you need some cool air just for like five minutes and if they don't let you than just go and stand outside where it may be cooler or another thing you could do is go to a friends house and use up there air but know matter what your famly will never be mad at you.

Along with what the others said, you should probably ditch your blanket or comforter, and leave the window open, if it's colder outside. Worst-case scenario, drink something cold, or take a cold shower before going to sleep.

Just explain to them that you didn't know it cost money, and you know you should've asked before turning the temperature down, and apologize. They shouldn't be too hard on you if you didn't know. =)
