A product called odor-out *sold at Wal-mart/Sams Wholesale Club also stocks it*.
But IF I were you I'd throw it away & get a new one. Definately & sincerely agree with other Advicenators who suggested you toss it , buy new.
My reasoning is because while undergoing chemo-therpy and radiation treatment's my Onocoligist told me DO NOT clean out my household litterboxes at all. It could kill me if I chose to do so.
Now if my Onocoligist told me this at age 38 certainly makes you wonder what effect besides bacterial cleaning/covering smell up might have on your baby/little girl's lungs etc.
Just a thought. ]
if i were you i would put in bleach and soak it [they make bleach for colors] then put it in the washing machine for like 2 times w/ the bleach and if it dosnet work i would get a new one hope i helped ♥

send it through the wash ]
wash it, buy febreze, or just buy a new one

first scrub it with soap-n-water then spray some air freshener. if you have any more questions e-mail me at nanasim4@aol.com ]
you can use febreeze but if you didn't have that then you can take a sponge and put dishwashing soap on it and scrub it in then it will smell nice ]
You should probably throw the play pen out unless you can be positive you have sanitized the play pen completely and in this case, you may be able to miss some bacteria etc. So your best bet is to throw it out.
Cat feces and urine can cause a lot of diseases in humans such as Toxoplasma (Mild flu-like symptoms unless immune suppressed (in whom it may cause ocular and neurologic disease). Infection in a previously uninfected pregnant woman can result in prenatal infection of the developing fetus, which can result in birth defects.), Cryptosporidia (Self-limiting diarrhea except in immuno-compromised people where it can be quite severe. No treatment.), Giardia (Diarrhea +/- other systemic signs.), Campylobacter (Acute gastrointestinal illness; diarrhea, nausea, vomiting, abdominal pain and fever. Clinical signs are generally brief and self-limiting. Usually responds to specific antimicrobial therapy.) and of course Ringworm (Ringworm is usually self-limiting, often circular with reddened rough skin. Responsive to prescription topical therapy.).
All this and more await you or your daughter if you arent able to destroy all of the cats bacteria that may be lingering.
Ask your doctor or veteranarian for more information or about effective cleaning methods if it is possible. ]
throw the play pen away and buy another one ]
You should throw it out and buy her a new one, there really is nothing you can do about it. cat urine is very hard to take out. ]
Cat urnine can be very toxic to young children, I wouldn't let her play in it anymore even if you were able to get the smell out. ]
Usually you can buy fabric spray that makes the smells go away, like Febrese [not sure how its spelt]. If its not fabric but plastic, you might have to just wash it down with a fragrent washing-up liquid. ]
