what are these called and where can i buy them? i dont see them sold anywhere

i have those. they are pops (thats what i call them.) it depends on where you live whether or not you can find them, if you live in NJ you cant buy them because they are considered a type of firework which is illegal to sell (even though they are nothing close to being fire works.) i get mine from pensylvania, or cape may when i visit. they are everywhere down there. they arent sold in specific stores, just mostly little shops, and convenient stores found locally in the area. they only cost about 2 dollars or less a pack. and they are soooo much fun to play with!
