I know that people say you are too young to be in love. But does that mean I can't tell my boyfriend that I love him?

It depends on if your boyfriend is comfortable with it. Personally I don't believe what most people say. Four-year-olds can be in love. You are too young to have sex, get married, raise children, own a house, etc. but none of those things are love. Don't worry about what others think. You're the only one who knows how you feel.
