By all means, ask him. I mean, you're close friends, you likely care about each other, and as such there's no reason you can't attend prom together. Going to prom as friends or as boyfriend and girlfriend should be irrelevant, really.
Besides, the best romantic relationships start off with strong friendship... who knows what might happen given time.
