i really like this guy and he is really hott and really sweet, but he is like my best friend!
we tell each other that we love eachother all the time, but we both tell everyone that and he doesnt know that i think i mean it.. we always right over who loves who more and i can tell him almost anything.. i dont know if he likes me or if he is just a big flirt.. i dont know what i should do!

Let's break this down. You clearly trust this guy, if you didn't you wouldn't be able to tell him almost anything. You know he cares for you, he's like your best friend. So, you trust him and he's your best friend. Now, why would he flirt with you? There's only three reasons:
1. He just acts that way in general. This would only be the case if he were gay and knew nothing was meant from it.
2. He's messing with you. Which probably isn't the case, since we know he has your trust.
3. He has feelings for you that go beyond friendship. I'm willing to bet it's this one.
So, to sum up, he almost definitely has feelings for you. I would be skeptical had it not been for him being one of your best friends.
