Yes, I think you should tell him the truth. If you don't want to be with him than I think it's only fair that he knows so he isn't being held back from meeting other people. If you don't want to tell him you are cheating than don't but at least tell him you don't want to be with him and if he ask why and you are uncomfortable telling him than just keep it simple and say you dont' want a relationship at this time.
