In addition to the other wonderful ideas, I would suggest looking up names in different languages that have meanings (like for example [Link](Mouse over link to see full location)). A lot of writers use this method in characters to hint at their characteristics. I always find it pretty interesting.

Strange as it sounds, have you tried using a baby name book? There are so many names in there that you are bound to come across something you like and I hear a lot of writers do it.

My idea is to look up the names of prisons or their locations to use for names.
A good first name might be after the prison San Quentin.
And variations would be Quenten, Quinton, Quintus. I actually know someone whose first name is Quintus. So it stands out as being different and folks from hearing the names of famous prisons may easily make a connection in their mind to someone bad.
You can do an online search for more prison related names by doing a search for "prison names" or 'famous prison names'. Good luck.
