How does water help make your hair more shiny?

When you rinse your hair with cool water, your cuticles lock and they lock in the moisture. So it ends up reflecting the light and looks shiny. It also make your hair less frizzy and smoother.

So I think it's best to wash your hair with warm water and then rinse with cool water.

It depends on the temperature of the water.

Very hot water despite popular belief doesn't help bring out the shine.
It has been proven however that if you can face it, at the end of your shower if you put the water on to 'cold' and rinse your hair, it does make it shinier.
