I say I Love You already... I'm 11, and I already say I love you to my boyfriend.
We haven't kissed, and we've been close friends for a year before we started dating. We've been dating a month now, and we say 'I love you.' all the time.
Is that bad?

Its not bad. But I bet there is a 95% chance that in about 5 to 10 years you will realize that what you are feeling is a different kind of love than what you will feel later on down the road.

If you love someone, you love someone. That's all.
There's not really a standard age range in which you should start saying the L-word... Lol. ]
If you honestly feel like you love him than no that is not bad. there is no age that you are supposed to say i love you, there is no time or anything it is just when you feel it! ]
Saying I love you is never a bad thing. I'm 15 and I can't get enough of "I Love You" ...or maybe I can! lol
Are you sure you guys mean that you really "love" eachother? It's the 4 letter word. The heart wants what it wants but you are only 11 years old! Sure you know what "Love" is? When you have your first boyfriend or fall in love for the first time, when you're young and its really just puppy love as I quote it.
Anyway, no it's not bad. Just make sure you two are on the same page with the I love you card. ]
