A warrant is a legal paper giving permission by the goverment or police to put someone under arrest.

What is happening to you is a form of sexual harassment as well as a form of bullying. If you live in the U.S. these two things are something all schools have should have a zero tolerance for.
Since reporting this student to the teacher has not helped you there are two choices you have left. The choice I favor is that you tell mom and dad this boy is harassing you because you refused to date him. They should see this as a form of sexual harassment or bullying or you can tell them.
Tell them that you informed a teacher and nothing has been done. Ask them to contact your school principal and file an official complaint. They can do this by phone or in person then back up the complaint with a letter and copy the superintendent of schools for your area.
The other choice is for you to go to your principal yourself and ask for help. Given the fact that the teacher did not feel it necessary to intervene the principal may feel the same. Fact is though you have every right to attend school with out being harassed or bullied in any way. If you feel unsafe, and being annoyed by some one fall under feeling unsafe, then the school officials have to take corrective action.
In this case the first step is to take some disciplinary action against the boy for his actions toward you to insure that he and or his friends think twice before annoying you again.
Many states have laws against sexual harassment. If it is deemed that his annoyance of you is sexual harassment. Which it could be thought to be if it is decided he is doing so because you refused to date him. Then here is every possibility he could end up facing a juvenile court judge and explaining his actions to the judge.
To get to that point you have to follow the rules. You tried a teacher. The next step is the principal. I suggest you let you parents take it from here as I suggested.
I truly believe if your parents call or meet with the principal then back up the call or meeting with a letter copied to the superintendent of schools your problem with this boy should be resolved.
