Back in the day, as we say down the fire station, it was felt that three dates was the minimum one should wait to make any advances which would include making out, referred to as first base. There was of course the exception to the rule with the sexually available one night stands you could pick up at a local bar.
My advice is never on a first date. From then on if it feels right then follow your feelings. I will also add that since you have not given your age you should be old enough to be having sex. Old enough meaning you are fully aware of what you are doing, understand the consequences of sexual relations and can take the proper precautions.
