Well, obviously the guy first because its cuter. But, for many guys, this seems very ackward and dont know how to say it. So, I suggest the girl says it. But whoever wrote this, I think you should say it. Because if you're askinq the question than your probably wondering why your partner doesnt say it or any other reason. So, try saying it to he/she and try managing the situation.

well there is not rule for this. Honestly, I was scared to tell my boyfriend I loved him. I was scared to tell him thinking it was too soon and that he might not feel the same. I was gonna wait a few more weeks. But however, he told me he loved me. And I was relieved because I felt the same way. I told him, that if he wasn't gonna say anything than, I would of waited. So it doesn't matter who say it first, what matters is if you both feel the same way. In this case with me, my boyfriend said it first.

I don't know about 'should', but as a girl, I never say it first, because I know guys can be slower about things like that and I don't want to freak him out. It's just easier.

it also depends on who gets the guts to say it first.
it also depends on the relationship between the two people.
there is no specific answer for this. in some cases, the boy says it first, but a lot of girls say it first also.. theres no right or wrong. but a lot of people think saying "i love you" will scare the person their saying it to away, which is why both the people are hesitant to say it first.

There are no rules for this. If you are feeling it, say it and let the chips fall where they may.
Stop overthinking since it will only impede your life. If he balks, well, then you have a couple of choices, right? One, break up with him; two, maintain the relationship and hope he eventually feels the same way.
Look, everybody is different and arrives at opinions and feelings at different points. So if you love him before he really feels in love with you then, well, it happens. No big deal. It's just life. But don't play games with this crap. Communicate honestly, don't expect him to read your mind and enjoy life.

Normally its the guy but i dont think it really matters who says it first if you truly love him and want to express it you should just say it.
