Seeing as your not ready tell him that and be honest with him he can't force you into having sex
with him if you aren't ready he can't make you do
something your not comfortable with doing it could

Being turned on is the biological response to thinking sex could happen soon. Telling him you aren't ready pretty much by definition will turn him off. You don't have to do anything you aren't comfortable with. If he likes you for you, he will wait until you are ready, and if he doesn't a blowjob or even sex won't really change that, it'll just delay the inevitable and you are better off without him.
