picnik will do it, like said before.
just go to effects>
black&white>
then check the box that says reverse effect>
highlight everything black&white excluding the area you want left colored>
zoom in(bottom-right)to get more accurate around the colored areas

you can also do the same with tinting.
with doodle you can edit blemishes/flaws.

you don't even need to download, just go straight to the website.

also like said below gimp is a great software to use, it is more advanced.

good luck,

Free softwares that you can use:
(absolutely free, no advertisement, no trial, just free)

Photoscape: [Link](Mouse over link to see full location)
Paint.NET: [Link](Mouse over link to see full location)
GIMP: [Link](Mouse over link to see full location)

Photoscape is for beginners, Paint.NET is for intermediate users, and GIMP is for advanced users.

I recommend you to use Photoscape because even if you download GIMP, you probably won't be able to use it anyway.

Photoscape is a good basic image editor that you can use add text, border, frame, and simple effects to your image. You can also make animated images (GIF images) on there. And of course, you can make a color image becomes black-and-white.

If you still unable to do it, then you can send the image to me and I'll see what I can do with it =)

there is this site called picnik. its amazing and free and you dont have to download it. some things you would have to pay for if you wanted to, but theres really no reason to pay money.
If you have a facebook just type in picnik in the search engine and you can connect to facebook with it automatically.
good luck!

i do this all the time in photoshop, its easy, but im afraid that software is very expensive.

Email me the picture, tell me what you want left and what color, and i will email it back to you if you want.
