base coat for eyeshadow

Is there a certain base coat you apply to your eyelid to keep your eyeshadow on for longer and no smudge? if so, can anyone tell me of any good brands i can get that arent alot of money? thanks!!!
also, is it colorless?

I use Clinique's "Touch Base for Eyes". It isn't colorless, but you would match it to your skin tone. It's pricey at $14 for the little case they give you, but, it does last for a very long time because you only need a little to do the job. I've had mine for at least 2 months with plenty left for another 2 months. It works great. Eye shadows stay on all day long and won't crease or smudge. I live in NC and it's hot here now, but the Touch Base stays on from 8 am till 9pm. I'm out all day working with horses and even in 95 degree heat, my eyes look good! The rest of me wilts like a dead flower, but the eyes are great. I highly recommend it.
