People from school, people on instant messenger, and whatnot, let them know about it and give them the URL. If you stay active in it yourself, you're more likely to succeed. Your friend tells a friend, that friend tells two friends, so on and so forth.

Find forums similar to yours, and see if they have a "self promotion" section where you can advertise your forum. You can also find sites that offer to advertise or post your link on web searches if you add their code into your forum. Try plugboards, too.
