I started traffic on my website through word of mouth. People from school, people on instant messenger, and whatnot, let them know about it and give them the URL. If you stay active in it yourself, you're more likely to succeed. Your friend tells a friend, that friend tells two friends, so on and so forth.

Reckless website advertisement on other webpages is highly frowned upon and rarely gets results. Stick with keeping it personal and before you know it, people you don't even know will join, and BAM, you get new friends.

Try web rings, listing sites, link exchanges with other sites. Find forums similar to yours, and see if they have a "self promotion" section where you can advertise your forum. You can also find sites that offer to advertise or post your link on web searches if you add their code into your forum. Try plugboards, too. There are lots of more ways, try googling "web site promotion" for more ideas.
