its because the fabric clothing your butt (usually cotton or denim right?) expands on your skin when you put pressure on it when sitting. the small holes in the knitted fabric (cotton or denim) impress on your ass flesh and cause minor irritation.
it itches even more when you stand up right? thats because those streched holes are contracting on your skin and pushing it out of the fabric.
i have spent so long pondering this question and now i finally get to answer it! yay!

It's probably because your butt goes numb after a while of sitting and when you get the feeling back, it can feel itchy.
Or it may be because you're sweaty or allergic to whatever you're wearing.

um...i have never had that problem...you should probably check to see if you have some kind of rash or are allergic to fabrics
