The phrase that pays :D I'm not sure which category is appropriate but what does the phrase "Two olives short of a martini" or "A few tacos short of a combo" really mean?

It means that a person is kind of spacy and not really... there- they don't think all that much. Another example could be "the light's on but nobody's home." ]
It means the person isn't all there mentally.
Also, a brick short of a full load.
The malls open but no one is shopping.
